The Beginning
In 1987, the Victim Crisis Assistance and Referral Services (VCARS) was launched as a pilot project in three locations in Ontario , and was designed to test a police/community response to the needs of victims. In 1990, the pilot project was evaluated and found to be a very effective model for the delivery of support services to the victims of crime or tragic circumstance.
Kawartha/Haliburton Victim Services
- Our branch started as a grassroots 100% volunteer organization in partnership with police in 1995. We were incorporated in Dec. 1996 with 23 trained volunteers and a volunteer program manager, relying entirely on fundraising and donations to support service delivery costs. We received our first funding from the Ministry of the Attorney General (MAG) in April 2000, and have had annualized funding since April 2002.
- We have recently restructured our organization and changed our name to Kawartha/Haliburton Victim Services (KHVS) to better reflect what we provide to the community. Although we continue to receive annualized funding, we continue to rely on fundraising activities and donations to help support increasing levels of service calls and ongoing program expansion.
- KHVS is governed by a volunteer board of directors and has 2 permanent staff. We currently have over 35 active volunteers and our next volunteer training will be held in the Spring of 2007. Our volunteers provide a variety of victim services including immediate onsite support, community agency referrals, hospital support, and scheduled court support.
